Can you take a skin off of a weapon and put it on the new weapon on same character, I bought the skin a long time ago and want it on the new upgraded weapon, if you can do it please tell me how, I searched wiki with no success, Ginnys Mesmer

You don’t have to remove the skin from a weapon or armor. You have a wardrobe. It’s on your hero panel (and your bank) and holds all the skins you’ve accepted by salvaging the item or right clicking on and selecting unlock skin.

For the Hero Panel, hit H (or the key you have assigned to it)
Then select wardrobe from the list. If you don’t see a list click on the helmet icon
(equipment) on the far left side of the Hero Panel.
Then click on the item you want to change the look of
A panel will appear on the left. Select the skin you want by clicking on it.
On the right of your character another small panel will appear.
Hit apply to accept the skin change or reset to cancel

This requires either one Transmutation charge or will be free. Depends on the skin.
Most require a transmutation charge. You can get charges by doing map completion (a city map completion is a guaranteed free charge), from pvp or wvw reward tracks, buying them from the gem store or as log in rewards. You can see how many you have above the small panel to accept or reset changes that appears to the right of your character.

Well, this what happen, I did the transmutation and all it did was swap my new weapon with the old weapon, the skin is still on the old weapon.

I can click on the hero panal and shows nothing in the category for skins, but I go to the tailoring station and I click on the wardrobe and is all there, I click on the skin and the only option is preview. Oh nuts, Ginny

You salvage or bind an item to unlock a skin.
Then use the wardrobe in the hero panel to apply that skin, using a trans-charge. Certain skin items can be used from the inventory

You can’t apply skins from the bank wardrobe. You have to do it from the Hero Panel.

Press H to pull up the Hero Panel. Make sure you’re on the Equipment tab, and then click on Wardrobe (right above the Dyes option). From there, click on the weapon you want to change the skin for; make sure you’re using the same weapon type as the weapon with the skin you want to use (scepter skins only work for scepters, swords for swords, etc.).

Clicking on the weapon will show any of your unlocked skins for that weapon type. Find the skin you want to use, and click on it. Once you click on the skin, the right side of the Hero panel will say “These changes will cost 1 transmutation charge” and have Apply and Reset buttons beneath those words. If you have transmutation charges (your amount of charges will be displayed above the "These changes . . . " message), then all you have to do is click on Apply to make the change.

You need to first equip the weapon you want to change the look of. Then go to your
wardrobe in your hero panel. Select the skin from the wardrobe and hit accept.

Left hand side options- helmet icon: named equipment on mouse over. Click on that (Top, far left of hero panel)
There is another panel in-between that far left list and your character. Go there.
Go to top that panel. Click on whatever name is at the top. It will be one of these
(equipment, wardrobe, dyes, outfits, miniatures, finishers, mail carriers, glider skins). clicking on the top name will pull up that list in a row. Select wardrobe. Then click on the weapon. Then click on the skin. Then hit accept (far right, small panel). If you have
enough transmutation charges it will change the skin.
