What Works Better - Using The Signet Or Not?

As dangermonkey said, signets are something you want to use in times of need.

I only use signets in clutch situations, like, if I need to take a few mobs quickly so I don’t die. Other then that I just leave the passives on

I’m not playing a warrior but my guess would be that you shouldn’t use if you’re fighting a single monster and you will expect it to take longer than the cooldown. (Well you could still go for it near the end ofcourse) But I would probably recommend using it if you’re fighting multiple enemies and are in need of mowing down a few. Oh and ofcourse you should use it if the fight will last 10 seconds tops if you use that signet.
It’s all about gauging if you need the extra help and if you’re going to be hurting without the passive ability while it’s in cooldown. Like some of the others said it might not be worth it to just use it against a single monster or too early in a battle where the extra power could have helped if you waited a bit longer. I’d probably use it if I was mobbed and wanted to dispatch the enemies as quickly as possible to ensure my survival. Wouldn’t waste it on a single enemy cause if you aggro some more before it recharges it could hurt you.
My lvl 45 warrior is getting a bit over 100 health a second from healing sigs passive and its active only heals for a bit over a thousand. I find I can almost never justify activating it.
