Phantom’s hood, unknown shoulderpiece, chest and legs look like Vigil armour, unknown gloves and lawless boots.

Shoulders are Striders – can find that on the gem store if it is still available.
Chest is Sneakthief – can find that on the TP.
Legs are also Striders – gem store
Gloves look like Mistwalker – WvW vendors

Serval got the helm and boots already.
