Recorded a mesmer hacking. Where should I put this and is there anything Anet can do about it? Is there enough information to get him banned?

You should contact the support and report it to them, showing them the video. If possible, also report the person in-game. A-net should be able to see if he was using third-party programs by checking his logs.
