What does "ends on down" mean?
When you die or enter the downed state, leave the map or log out stacks are dropped, meaning if you stay in the map/online and do not get downed or killed you keep them.

The stacking buff it applies will reset to 0 when you enter downed state (as well as changing maps, swimming below the water’s surface if you don’t have the same sigil in your underwater weapons etc.)

“Ends on down” mean when your character downed all stacks that sigil gave you before you enter down state will be lost.
