What happened?
Cool! You managed to get a basic error message i the gui rather than the cleaned message response they deliver you when errors occur.
Basically it is tell you that the market is intentionally down. Probably for routine maintenance or something.
EDIT I just looked and in fact they are doing billing maintenance now, so that is why it is down. Check out the “News and Announcements” section for details about it and they will probably tell you there when its back.

Yup. Anet said:
We will be taking down the commerce system for maintenance at 5:00 AM PDT (12:00 UTC) on July 31st for 4 hours. The following systems will be affected by this maintenance:
Gem Purchasing
Buy Guild Wars 2
Thanks for your understanding

That issue is caused by the fact that the message is meant to be a log message and is therefore not stylized for being drawn in the gui framework. Really you should have gotten a stylized message stating “The Black Lion Trading Company is not available at this time. Please try again later.” or something to that effect. You may even consider submitting the screen shot and details to them as a bug.
