What im experiencing
You can always do the starting areas of another race! Go to Lions Arch (Press H then go down to last tab and click Join Hearts of Mist and run through the tutorial and look for the Portal Gate) Then go to the middle of Lions Arch where all the portals are and choose another starting area. Also, and I can’t be sure about this, but I don’t think the “events” scale at all – from what I’ve experienced, most of the events are deliberately set to accommodate large #‘s of people, so much so that if I find myself all alone in an event area, I sort of steer clear because I know I’m going to get overrun by encounters that were tuned for 4-6 people at least
however, and this is on one of the heavily populated servers, I find that if I just stick around and follow the event for awhile, more people will show up – I’ve finished several events more or less on level with only 3 of us present, so you don’t need that many people, but handling it alone is probably pretty dangerous

And Kermit. No scaling?…. Thats just bad design imo. What about a few months from now and nobody is in the low level zones and someone gets a friend to get the game? Right now there are still some people to get events done in some spots but with me experiencing this already soon you will be forced into 100% every zone and farming an event you know you can solo….
Which server are you at?
Some of us here are willing to help if you’re in the same server (since right now, we can not ‘guest’ to any server). Our levels scale down to your zone and we still get EXP, so it isn’t much of a trouble or anything to help new characters. _

A few ideas:
1) All events are soloable, but not always with the armor at level. Try to run around and grind a few mobs until you get some levels and/or armor upgrades.
2) Craft some better gear. Crafting is extremely viable in GW2.
3) Travel to another starting zone and do a few of those events.
4) Remember that the random events aren’t part of the completion of a zone, only the basic hearts, and those are usually kill a few small mobs, pick up stuff, etc type things. Soloable.
5) Kite kite kite. There are more than enough damage avoidance skills and traits, if you do it right, to keep you alive. Pick the right weapons for the job. Fast attacks, burst damage, and shields. Don’t forget your healing skill. Use it.
6) Every class can solo. Engineers, Rangers and Necros solo best because of pets (Turrets and Spirits are pets, just not mobile ones). Guardians and Warriors have an armor advantage, but don’t get comfortable taking a lot of damage. It adds up quickly. Casters are all light armor, so think of your character as being wrapped in tissue paper and you’ll have a good idea of your damage mitigation ability. Move around a lot or let others take the pain. Thieves are in and out of combat a lot. Stick and move. Don’t stand around. Hit your vanish and evade as often as you can so that you’re not taking hits.
6) Join a guild. More opportunities to find people to play with. It is called GUILD wars for a reason.

Yeah, unfortunately I don’t think the events scale up or down based on how many people are there. It would probably be a good idea to add that feature for people stuck in the same situation as yourself, or even to make it more challenging for when there’s a surplus of people.
The only real solution is thinking about maybe transferring to another server that’s medium-high pop if you really want to enjoy those public events.
As to your experience problem, I ran into the same problem around level 30, but I even had the convenience of finishing the public events! The solution I figured out was a combination between gathering, crafting, and teleporting via waypoints between 3 different zones at any given time, doing WvW occasionally, and keeping up with the story line quest. WvW gives you a surprising amount of experience, try it out sometime if your server isn’t being steamrolled :o. Gathering gives you more experience than killing monsters, and crafting is absolutely stellar experience if you have all the stuff to craft a decent amount of items. But the most helpful part was teleporting between 3 different zones that were around my level.
I looked around on the map for 3 zones that were 25-40, or 25-35, or 30-40 or something, I got way points in each one, and I kept switching between each zone, doing like 3 quests at a time from each. I’m power leveling like crazy now.

Yea every event has a base ‘level’ and no matter how few are participating it stays at that level and scales up at certain thresholds. However most events should be completable with at least one or two others, only major world events will require lots.
Right now though most people are 50ish and higher and doing those areas of the map, however I have found simply asking in the map chat and linking a close waypoint, people will come to help. Be active and ask for help, the community so far has been great in regards to this sort of thing.
No idea what the other posters are talking about but Dynamic Events do scale in difficulty with the number of areas in the vicinity. I’ve done several events multiple times solo or with impromptu groups and have noticed the number of mobs increase/decrease appropriately.
The number of people milling about also depends on which server you are in and the times you are playing.
Finally, don’t forget that you can announce to the map about the Dynamic Event with /map. Most players who are nearby or have access to nearby Waypoints are typically eager to join because Dynamic Events are a good source of Experience, Coin, Karma and loot.

Yeah I’ve noticed that same thing a few times, now I’m not too concerned with downscaling (luckily I’m in a fairly high pop-server) but it gets kinda annoying when it doesn’t upscale and you’ve got 20 people… Anyway I’m pretty sure there was talk of events scaling though, might be a bug, or balancing issues or maybe ArenaNet hasn’t implemented it yet.
