What's the current fastest way to level?
Tomes of Knowledge. I recommend doing fractal dailies on a max level (you get 3 or so per day that way) or, if you are PvP inclined, sPvP reward tracks (though you won’t get as many).

Per week, if you do every fractal daily every day, approximately 21 (just from fractals). Factor in daily login reward chest will give you anywhere from 1 per week to a max of 10 depending on where you are in it, and if you then spend time in PvP you can get some more.
Additionally, doing the dailies gets some more tomes and a smattering of exp writs that give 10% of a level, and if you have any of the level 20 boosts you would only need 60 tomes for a new character.

Events give the most XP but really pretty much everything in this game gives XP – exploring, rezzing, mining/harvesting, killing mobs, dailies, etc.

Yup, but it takes long and I’ve explored 43% of Tyria with 2 characters already :/ Doing the hearts over and over and over and over again gets TIRESOME, considering I leveled up all my alts (save for this new Ranger who is lvl 5, my 70 Reve and 65 Guardian) to 25 makes it a chore…

As others have said, Tomes of Knowledge are the fastest way to level (instant exp). However, if you are looking to supplement this with other activities, and you are tired of general pve play, maybe give Edge of the Mists (EoTM) a try.
With a good zerg and commander to follow, you can level super fast in EoTM, especially if you pop some exp boosters. However, I should mention that with the new content, not a lot of people are doing wvw right now so you might have problems finding a good zerg/commander. At the very least, trying something different might increase the entertainment value of the game for a while.
