There isn’t an official time – it’s just sometime today (the 28th).

Official word is sometime before midnight pst. No more specific than that

Last time they said that it happened at noon pst right?

It is now almost 330 pm PST and I haven’t seen any explanation of how to start this event…

Beherit, this game is played around the world. I’m not sure where you’re going with the request for “2 timezones”. A single specified timezone is sufficient to nail down the exact time around the world. (And no, I’m not in the same timezone as ArenaNet.)
