What to upgrade on desktop to play GW2?
These are the Specs you need…
Windows® Minimum System Requirements
Windows® XP Service Pack 2 or better
Intel® Core 2 Duo 2.0 GHz, Core i3 OR AMD Athlon 64 X2, or better
2 GB RAM
NVIDIA® GeForce® 7800, ATI X1800, Intel HD 3000, or better (256 MB of video RAM and shader model 3.0 or better)
25 GB available HDD space
Broadband Internet connection
Keyboard and mouse
Sincerely … you need to upgrade everything.
Pentiun 4 is really old (change to at least an i5 2500k), 512 RAM barely runs windows alone (4 GB is the lowest I would recommend, but I suggest 8 GB), to change the CPU you’ll need new Motherboard, and pretty much any new video card will be better than the onboard video of the motherboard.
By your setup I imagine that your HDDs are IDE, you need at very least new SATA III HDDs, SSD would be even better.
EDIT: The minimum requirements is only the enough to make the game run w/o error, you pretty much won’t be able to play.
Also, I won’t suggest / show prices since I’m from Brazil and I have no idea of good places to buy parts in other countries.
(and the other 8 elite specs maxed too)

I don’t think there is anything salvageable in that system. Maybe the optical drive if it’s SATA (type of interface from drive to PC).
As for what to buy at that price … I don’t think you will find anything reasonable at the price already built. Here’s something prebuilt that will run the game but it’s far from ideal.
Here’s one from Alternate

This is what i play on. It is within your price range as I bought it, and some of the parts could even be down graded to include windows and peripherals and still be in that range. http://pcpartpicker.com/user/bastiat/saved/LsZFf7
If you are building, take your time buying parts. I spent 3 weeks buying parts as I saw things hit sales and various deals.
As reference, I dont play on highest settings though (at least to me) the framerate is acceptable in most open world areas everything maxed. I play mid settings and get good framerates in populated/intense areas and 90-100 solo open world content.
