Couldn’t find anything on the internet. The wiki wasn’t helpfull as well.

When does "Cathedral of Zephyrs" start?
random, depends on events leading up to it. Each instance/server has its own time as well.
It is not random but it is per instance AND it requires the defense event to fail.
