So I was attempting to do Lyssa world event in Malchor’s Leap today, and we had to keep doing the same 3 events over again (to secure the seals), but after a few runs I backed off to protect myself from potential DR. I want to know how often can I repeat the same few events without being DR’d?

Just play till you notice a reduction. Chances are you as a normal player will not ever notice any reduction.

I tend to find after 30 minutes in any area I need to move. Could be that I get hit faster since I wear so much MF gear, but I can’t be sure. Anet mentioned that they may change the way DR works in a couple of weeks.

They also mentioned they will not flat out describe how how it works, but will elaborate and be a bit more clear, since it is directly impacting the way people feel they can play.
