When to skip over to other race zones?
You can go to another zone anytime you want, as long as it isnt over your level (where the mobs will roflpwn you). Go to Divinitys Reach, go to the 2nd floor and take the Asura gate to Lions Arch. From there you enter the central hub with all the Asura gates that go to each races main city.
If you have done Queensdale since you are a human maybe try Metrica which is kinda fun/funny with all the Asura running around. The Norn starting zone is kinda cool too, Sylvari and Charr feel kinda confusing imo.
You can hop over to the other zones whenever you want. But you don’t really have to.
If you hang out at level-appropriate content, you’re bound to find an event or two to participate in. Couple those with completing your daily achievements and you’re bound to get a level or two in no time.
If time doesn’t permit completing your dailies, that is understandable, in which case I would still advocate hanging out in a 17-ish area and looking for events while killing the local baddies and gathering crafting materials. But, if time does permit, make sure you hit all the dailies—60 kills, 15 types of enemy, 15 gathers, and 5 events, as I recall.

There is no good/bad time to move zone in GW2. If you feel you are getting behind, move to another zone. For a level 17 human, I suppose you are in Kessex Hills? You can try another 15-25 zone such as Brisban Wildlands which is beside Kessex Hills.

Do I have to go to the other race’s 2nd zone. Or can’t I just down level and start in their starting zone and get exp for my lvl? Sorry, I don’t really know how it goes…
Yes you can do other starting zones too. It won’t give as much xp as lvl appropriate content, but it still gives a fair amount of xp.
Sure you can start in the starting zones of another race. Your level will be adjusted for that area but any exp you get there go towards your real exp so you’ll still level up.
Yeah, don’t feel like you have to go to them, but if you want to (and it’s fun because they all have their own flavour, so to speak) you can do so at any time. Some people clear all five races’ starter zones before moving on. You’ll still get exp for clearing maps there (so you may end up very high above your own areas if you take this approach!).
But I don’t think there’s a right or wrong time. You can go when you’re 80 if you wish to.
