Where do I upgrade Central Tyrian Themes?

Q:

The guild already has City themes upgraded, and a few of the materials show Central Tyrian Themes as an upgrade, but I can’t find which NPC to upgrade at.

no idea I noticed it aswell and have been searchin the guild hall and cant find anything about it any where

Could it be at the asura that shows up to be the jukebox? He headed off to a corner of our tavern away from the barkeep (Lost Precipice, Tavern 1). He or the barkeep should be the place to upgrade to further music. If not, could be a bug.
