He’s in a shop north of the orphan house.
There is a peppermint swirl in the home instance at his location.
If you completed this part last year,(or the year before?) it doesn’t reset this year. You can’t do it again.(Which makes the letter pointless – dunno why they sent it again to people who already completed if they aren’t resetting it for this year.) Is it listed as completed in your Wintersday Achievements?

Oddly enough, he showed up in my Hoelbrak home instance, alive and well. I took a screenshot of him across from my Christmas Tree.
He’s in every home instance. My Norn first contacted him in the Grove while my Human finished it in DR.
