If you got to the Citadel, he’s up the back near the big fire pit. However, one of them was removed in a recent update and his function rolled into the other, I forget which one, but it’s in the patch notes

Check your homeborder (Citadel Waypoint) and walk south where you see the merchants, they should have what you are looking for.
