Where to go for the most populated world?
A:
Worlds don’t matter for PvE because GW2 uses a megaserver system that merges players from all servers in the same region, NA or EU, in PvE. Server now only matters for WvW.

As Trogdor says it doesn’t matter which world you’re on because PvE maps are shared.
What might help though is using the LFG tool to find squads (or parties, but it’s more likely to be squads) advertising HoT map completion runs. You’re most likely to find them at peak times (evenings and weekends US time) but they can come up at any time.
Alternatively any map where people are doing the meta events will work. You may still have trouble with some things, like the Balthazar Hero Point in Auric Basin, but a lot of things are much easier to do on meta-event maps because the events unlock access to the areas you need and there will be more people around.

Just like what said above, PVE is megaserver, so every world is connected.

Be aware, the above list of World populations only pertains to activity in WvW. It has nothing to do with PvE World populations.
In other words, there can be a Server with 2000 players of which only 200 actively play in WvW, and it would be lower on the World population list than a Server with 600 players, of which 500 actively play in WvW.
