Is this pretty common for a FINE (blue) item to have better stats than a MASTERWORK (green), or is this an anomaly that only happens at certain levels while items go from 1 bonuses to 2, or from 2 bonuses to 3?

You got power and precision twice on the fine item.

To reiterate my original question, why would the blue quality item have more bonuses than the green item?

Um…the blue item doesn’t have a jewel slotted into it whereas the green does…..

Yeah, if they have different gems in them, they’ll have different stats.

It looks like the same gem but the stats on the item are different. Usually the stats at the top are the ones on the item.

The difference is your compairing a crafted 30 2 stat ear ring to a single stat looted green. Green 2 stat doesent come into play till level 35. At which point you can craft them.
