The manuals are to open up the trait line as you are leveling, not to reallocate traits. One of the things a trainer also offers is to reallocate traits. This is significantly cheaper than a manuel.
Talk to trainer to change traits. The manual is supposed to be a one time thing especially now that they come out with gem store trait change item.
What you are missing is that they removed that feature after the first time and now offer it with a Gem shop item.
RIP City of Heroes
All you can do with it now is keep it for your next ranger or sell it on the TP (or destroy it). That’s why there are manuals on the TP … people buy them in error. You’re not the first to do it and you definitely won’t be the last :p

Actually, I don’t think they’re profession specific. I accidently bought an extra once and just kept in for another toon, which wasn’t the same profession.

Seras is right. Anyone of the right level who hasn’t used one yet can use one. I’m sorry you spent 2 gold on it I know I bought my last GM book for 1 g 99 s 99c on the TP thanks to another making that error. 1 c savings, woo! Anyway you can either get back the lion’s share of the money by using the TP or save it for an alt. Meanwhile, go to a trainer and ask to reallocate, you’ll be reset for 3 silver or so.

You can, so you can recover some, if not most, of your losses by selling it on there.
Just don’t try to sell it for more than 2 gold like a lot of other people try to do. People won’t buy it from the TP if they can’t get it cheaper from the vendor. If you sell it for slightly less than 2 gold, then people will buy it since they’ll save a small bit, and you’ll be able to get most of your losses back.
