Skill freezes, graphical freezes, network freezes, computer freezes?
Probably server side load or you have background processes that are eating into your bandwidth.
Apart from that, there is an ongoing glitch when you do certain combinations of things like try to pick up a summoned weapon or environmental item but someone else gets it before you, you get stuck in a loop where you can’t use any skills. You can keep pressing the skills but nothing happens.
You’re not lagging and you can probably still use instant cast skills like shouts and signets. The problem I think is that the game reads that you’ve picked up the item even when you haven’t. Normally it would blank out your skillbar and replace it but because you never got the item, the game fails to resolve the conflict and so basically does both at the same time. You have your main skill bar but it’s overwritten by a non-existent summoned/environmental weapon/item skill bar. This is easily cleared by being knocked back or downed. I’m not sure if this is what you are talking about

I’ve had similar problems. Of late suddenly the game stops what it’s doing, opens up the message system to send a report to Anet, and then goes back to the game like nothing’s wrong. It’s the weirdest thing.

You are just going to have to be patient with support. Basically your timing is unfortunate. I say this because they have been swamped since last update, after changing items form or function. A lot of that requires support to personally handle the items for the player. As well, they just in recent days, launched in China to a very large market, and are dealing with those particular growing pains.
I recently had a problem, but was aware of the back log and expecting delays. It took about 3 times as long as a ticket had before, but I didn’t say much about, because I knew the delay was coming. They solved my issue though. i just had to be patient. All of the advice I can offer you, it to be patient as well. They are simply, uncharacteristically busy and back logged at this time.
Sound like your ISP (or someone in the network path) may be throttling your bandwidth.

That’s definitely a network latency issue.
Open up your command line and type “ping www.google.com” and look at the lines that say “Reply from…” and look specifically at the part that says “time=#ms”
If that # is more than 100, you’re gonna have a bad time. Unfortunately, there’s not much you can do about it by yourself, other than keep checking that latency and only play when it’s low. You should contact your ISP about it though, because latency that bad is not what people pay for if they have a choice.
Definitely sounds like a network latency issue—I had the same problem, based on what you are describing.
1) Make sure that you are connecting to a game server closest to you. (The U.S. or the U.K)
2) Make sure that you have a quality internet service provider.
3) If you are connecting to a game server from a very long distance away, (or even a close distance) there are some things that are out of your control; The physical internet lines and/or internet routers connecting you to the game server may be temporarily cut or broken, and therefore your game data will be directed to the game servers along a far longer and slower route.
In my case, I had this problem for several days doing nothing, until obviously, the physical issue was resolved (by service and maintenance personnel somewhere in the world)
Actually is US or Germany are where the game servers are located. The account and TP servers are also in the US.
