Does it cost anything to do world transfer?

Is there any limit to which server that you can transfer to?

At this point there is no charge to transfer between worlds. There is a time limit though, once every seven days. This was to prevent unfair advantages in WvWvW.

Yup. I got a friend into GW2 and transferred to his world, while at about the same time he transferred to my world. We won’t be able to play with each other for a few more days.

You cannot transfer to any world marked ‘full’ (at least not until someone else has left it, at which point it will be marked ‘high’ instead of full).

You can only transfer once every 7 days.

At some point they may bring in a charge for transfers. They originally said it’d cost money, then said it’d be free until the server populations settled down and they would announce the change well in advance, but I would have thought that should have happened by now if they were going to do it.
