Worth it to upgrade from GTX660Ti to GTX680?
For like $30 I’d say that’s a worthy upgrade but in general you’re not going to see much of a performance boost. Your CPU is actually what’s holding you back in the game, especially in crowded situations.
Why do you say that you’re almost always having low FPS, though? In dungeons/general open world stuff (not world bosses or the like) you should be getting perfectly good performance

As long as your PSU can handle the extra load, sure for $30.

Standing in DR by the asura gate at Royal Terrace looking out over the Crown Pavilion I have ~40-45fps. Running around by the bank/TP area in DR I get drops down to ~35-40fps. While standing at On Wings of Gold adventure looking out over Tarir I get 30fps.
I have a Corsair AX760 PSU so a GTX680 shouldn’t be any problems for it I think.
I’d say go for it. Keep character model limit on low and you’ll love this game. I wouldn’t run it past low on even a GTX 980ti.

The 3DMark06 benchmarks for these two cards are 22997 and 26525. So at best your probably looking at a 15% improvement in fps (4 to 7 fps). Better but not worth the potential hassles, imo.
For what’s its worth, a R7 260x-1GB (165watts < 350watts; approx. max power draws) has a benchmark of 24817(measured recently) when running on a i5-4570 (no OC). With settings on max I get slightly lower fps – chiefly due to the weaker CPU. A more powerful GPU would be bottlenecked by the CPU when running GW2 – you will not get much more than an average of 65% CPU loading on a straight four core (HT is of very low worth).
