Do you need that achievement or just the JP? If just the JP you can just do the current event stuff with the rifts. One of the rifts teleports you right to the diving goggles on top of that.
Specifically rift XI. You don’t have to do any other rifts at all, just collect your widget, tap a rift, dial to XI, and hop in. From the goggles spar you can jump/glide down to the JP chest and open it. I imagine you’d get the achieve from that.
