At low level you need to get some vitality gear first. Then start looking into toughness. Eventually crit is your friend.
For weapons: WVW Staff is preferable. Staff is fine for pve too. For SPVP sceptor/dagger or dagger/dagger are supposed to be fun.
When playing by yourself and leveling in PVE, I have found 2 daggers to be the most viable/fun (that is IMO of course) but It was a very big change for me that I loved. Lower levels all you need to stack into is power and then precision. You will start to notice more damage around the 15-20 levels. For most, that is when it really becomes fun. Rocked out dual daggers since then and never looked back! (except during like DEs I switch to staff for ranged AOE)

thanks alot for the quick reply. i find them really good in WvW because of their AOE and thats what i love :O! i just felt like when i went underwater in the asura zone i was getting owned and was doing very little damage

I find myself not being a huge fan of the underwater fighting as Ele as well… but it is manageable. Most of the time I try to focus more on support when I am doing underwater because of that :\

Try using fire underwater – it has the most damage oriented abilities.
Water is good if you are in a 1v1 situation – auto attack hits hard and ice wall is awesome.
One of the best abilities for PvE is summon thunder hammer – once you get there it doesnt matter what weapon you use. Get 20 trait points in Fire to give you 10 extra stacks on your conjured weapons.
Once you have that skill, I recommend using Staff for PvE, that way you can toss down your thunder hammer and switch to heals if you need to.
