AFAIK they’re all random

Apart from buying from the trading post every method is random

I got lucky, that seems like the only inexpensive way

Someone who has the cooking craft can make dye.

Unidentified Gray Dye (Rare) could increase your chances just because it will only yield rare dyes from the “Gray” hue set. They can be crafted by chefs at rank 400 using 50 walnut, 50 black bean, 25 coriander seed, and 25 orrian truffle. Tons of mats for only a chance at one, but it might end up cheaper than the trading post.
