i was looking through the settings and there seems to be only the option of turning them all off but that makes it a bit hard to know when to dodge stuff :P

You mean the progress bar? Players don’t telegraph skills beyond the animations. If you’re talking about skill effects, there are several settings to clamp the number on screen at at time…. but it covers both friendly and enemy skill effects.

no i mean the blurry(area of effect rings they’re called in the game i think) stuff around the ground effect that shows the radius of the effects.. it looks pretty ugly and kind ruins some of the visuals. i’d prefer to not have it on my character and just the enemies.

I personally like those perimeter effects. I’m not saying you should, but they aren’t exactly blurry. If you zoom in they have some intricate designs in them. Functionally they add a raised area to make them more visible in uneven terrain.

Starlinvf is right, though, most visual/audio filters in the game are applied in blanket fashion, not distinguished by who created them.

F11 >> options >> general options. Scroll down to Combat/Movement: Ground targeting. Did you mean that? “Instant” turns off the range indicator (which is the visual effect that indicates the radius of a ground traget skill). It only turns off the range indicator for you, not for enemies. With “instant” a skill’s effect will appear where your cursor is on the map the instant you press the skill. You don’t have to click to use the skill.
