if you are long enough to actually have trait points it should be pretty obvious if you actually read the tooltip of the trait manuals

You can either wait until you need your next trait manual and that will reset your traits, or I believe your trainer also offers a respec option for a few silver.

Technically he’s half right, but please don’t listen to this guy unless you want to spend 2 gold to respec every time at level 60+. Frankly, I’m not even sure it will let you use a book twice anyway on one character but it’s not worth finding out.
It actually will only cost you 4 silver per re-spec at level 80 if you talk to a trait NPC and click the second option under the one that lets you buy the books.
As indicated, the manuals you purchase from your trainer to expand your trait lines to Master and Grand Master also reset your traits. However, that is expensive. As ZudetGambeous states above, that same trainer can also reset your traits without the need to buy a book. The cost appears to be based on level, but at level 47ish, it cost me under 2 silver. You still need the book to open the next tier, but you can do the reset of the trait points without the book.
By the way, this is not a criticism or a put down, because I am doing this out of respect. I only mention this because you see it a lot. Your trait build is a “spec,” which comes from the word, “specification.” Therefore, it is a “respec,” not a “respect.” It is easy to confuse the two because the past tense would be “respeced” or even “respec’d,” which sounds like “respect,” but the latter is a completely different word.

“Specialization”, it’s been specialization since MUDs of the early 90s.
