if i put the charr backpack on an item will i be able to take it off and put it on a different item? so say i put it on a item that has okay stats then i find an item that has really good ones, will i be able to take it off the okay item and put on the good item?

You can’t take it off but you can transfer it. In the process the previous item with the skin will get destroyed. You can do that with either a Transmutation Stone(for items less than lv80) or a Transmutation Crystal(for items that are lv80)
