I’m very sure that about a month after release I met a player in AC who was a male but in a dress. His buddy said he was a cross dresser which is what made me notice. Otherwise I was too busy at the time trying to stay alive. Was or is this possible and how?

I think that there’s an apron skin for street clothes you can get at the Gem Store (chef I think). It can pass as a simple dress. Saw a screenshot of a charr wearing one colored pink while wielding a bouquet of roses.

well there are about a few light leggings that have a Kilt (man dress) CoE armor invaders Pryre armor CoF leggings exct. there are leggings that are actually pants. and sometimes when looking at the back of the character it looks like a Kilt.
