No, only your racial skills are different, and those are only available in WvWvW & PvE

Race makes no difference to any number in the game. It just means you start in a different area with a different personal story (which also partly depends upon the options you chose in character generation), and you get a few racial skills as well, which generally seem to be less used than regular class skills.

A Charr warrior has far more plot power than an Asura warrior, but for the purposes of gameplay they’re the same.
