Don’t worry about that, there isn’t a limit to how many skill points you can get, and chances are you’ll get to a point where you’ve bought all your character skills and keep getting new skill points, which, as of now, there’s nothing to do with unless you’re planning on a legendary (some materials needed for it are bought with skill points).
In general, you get a skill point every time you level, but once you reach 80, you don’t stop receiving XP, just that anytime it “levels you” you gain a skill point, not a level. Plus, on each map there are usually several skill point challenges, things you do that can go from just clicking on an item (though there’s usually an elite or champion nearby you have to sneak trough to defeat to get to it) to defeating an NPC and in exchange you get an extra skill point. They’re marked on your mak with an upwards pointing blusich green arrow thing, it’ll be empty if you haven’t done it, filled if you did it, and can be seen even if you haven’t uncovered that portion of the map. AFAIK there’s no upper limit to how many skill points you can get in a character.
BTW, you get your first skill point from leveling at level 5 (you can get them earlier from challenges). And a quick tip that most people don’t know about, if you have doubts about something in game, if you type /wiki whatever (for example /wiki skill point) it’ll open a browser window with the corresponding page on the GW2 wiki…

Yeah, feel free to go crazy with them. Just do some class reseearch so you can know if you should save up for anything. For example, a mesmer should save up for portal, time warp, blink, etc. Don’t waste them on signets until you have a lot.
You’ll be rolling in skill points later in the game, as I just spent 250 skill points to make my focus weapon and still have 50 left over.
you don’t need to learn every skill. my advice: learn the bare minimum to progress through the skill tree, selecting the ones that sound like you’d like it. by the time you have those, you should have a better idea of what sort of character you want to play, and you will probably get a couple more skills. Not much use having 20 skills when you can only use 5 at any one time, and switch to 3 others in certain situations.

You don’t get access to skill slot 7 until level 5, and then at later increments, you access the others.
