Guild Wars 2

if I use 2 superior sigil of air
one on the sword and a dagger on, may be activated at the same time
or Cooldown of the two is shared?

and if I use a sigil of air and a sigil of fire? how they behave?

The cooldown is shared between all sigils. Whichever fires first (main hand takes precedence) will set it to cooldown, and nothing else will fire until its cooldown has ended.
