Im fairly new to this game im just getting used to it i play thief, i have seen people with daggers which look like they are on fire?, just curious on how to get these

That a Legendary weapon. It’s a very long and expensive presses to get it. Have a look on the wiki for the list of items needed. Or save a lot of gold and buy one from the TP.

In HoT you’ll be able to make your own precursor for Incinerator, though it will likely be plenty long and hard to do. Pre-HoT the precursor is a huge chunk of the expense of making a Legendary anyway.

the blue one is actually an exotic sword called jormag’s breath and can be crafted in mystic forge. the other one is the legendary dagger incinerator as others have said. the sword just looks small cause its on an asura.
