Honestly, read the patch notes.
Hero points are earned by leveling up or by completing hero challenges (previously skill challenges) throughout the world.
We are heroes. This is what we do!

In exactly the same ways you earned skill points, except you no longer get them by levelling up, using skill point scrolls or tomes of knowledge on a level 80 character.
So in order words you get some from levelling up and some from skill point challenges out in the world.
