You can’t stack up two different sigils of that kind at the same time. Why didn’t you check the wiki before posting, at least? This is so basic, that should not even appear in the bug forum.

Two axes handle differently than a greatsword. It’s not all about damage- some prefer the playstyle.
Also, there are a good range of sigils you can use, not only the stackable ones. For instance, I also use two weapons (double dagger ele) and use a Superior Sigil of Accuracy (adds 5% crit chance) with a Superior Sigil of Battle (adds 3 stacks of might on weapon swap, or in the ele’s case, attunement swap). Since my build is heavy on crit rate, I also carry daggers with sigils that inflict freezing or strip conditions on crit. My warrior guildmate uses a Superior Sigil of Fire (30% chance to create an AoE fire blast on crit) and a Superior Sigil of Bloodlust on his axe and warhorn, and carries a shield with a sigil that gives him back 50% of his endurance on weapon swap. There are a lot of choices.

Here’s a very detailed guide to how weapon sigils function and interact. It should tell you everything you need to know about why certain sigils work together, and why others don’t.
In a more general context, why don’t both runes work? Balancing issues, primarily. It would put dual wielding 1-hand weapons at a numerical advantage over using a single 2-hand weapon. So it doesn’t work.
It’s not like you don’t get an advantage for using 1-handed weapons over using 2-handed ones alredy, Pinder means it would be even greater advantage.
