Is this correct?

At least in case of Asura characters.

You can increase headsize in comparsion to body size, but if you increase their height, their head becomes bigger as well right?
As in it grows along further with the height.

Or are my eyes deceiving me?

Apparently yes, the system try to maintain the same body/head size ratio, so if you increase the size of the body the head “volume” will also increase, and in asuras it is more pronounced than other races.

With Asura you likely do want to keep the heads big. With humans the trick to maintaining a look proportionate to others is to shrink the head a bit for taller characters and grow it for shorter ones, since human heads are generally in the same size range no matter the height difference. Otherwise you get clashing scales and look like one guy is from 15 mm scale and the other from 25 mm (for those who paint miniatures).
