You can get them rarely from dailies, I’ve been doing dailies when I can (most of the days) since they were introduced, and gotten 1 so far.
Other than that, buy them, they cost 200 gems for 5 (roughly $2.5 or 6g 30s).

If you’re lucky, you can get them from dailies, or you can get a Black Lion Key from a random drop/story reward/map exploration and maybe get a few Transmutation Crystals from a Black Lion Chest. Otherwise, if you don’t want to spend acual money, convert gold to gems and buy them.

You can get them from dailies, high-level map completion, and from Black Lion Chests. I’ve also gotten them from a boss / dungeon chest at one point (specifically the Mad King boss dungeon during Halloween) but I’m not sure if that was a special case for the event or if it applies to chests in general.
They’re very rare in all of those cases, though. Most likely you’ll need to buy them directly from the Gem Store if you want a decent amount of them.
