I just switched to a random story step to try this out and by coincidence it’s the same one.
According to the text the entrance to the instance is actually in the Leyline Hub in Drytop (if you zoon your map all the way out you should see a green star there). So if you just go there it should correct itself.
I think the pathfinding for this story step is broken. It’s supposed to work out the shortest route for you to get to the start of the entrance, including asura gates (but not including tricks like going through the Heart of the Mists to LA).
I switched to it when I was in LA and it told me to go through the portal to the Black Citadel and then to the same location shown in your screenshot. I have no idea why it would send you there. If I remember correctly it’s the location of the crypt for some of the Halloween instances, but otherwise entirely unremarkable and actually inaccessible.
Edit: This isn’t directly relevant, and probably not of interest to many people but I’m thinking out loud here. I wonder if there is, at certain times, an instance or zone portal there which would lead you to somewhere near Drytop. I know there’s an issue with the green swirl route markers where they’ll try to direct you through the portals to Fort Trinity before you get access to them, which I’ve always assumed is because the path finding code simply knows there is a route there and doesn’t know what the conditions are to use it.
As I said as far as I remember the only thing at that spot is the entrance to some Halloween instances, and those are closed-off, they don’t lead you to somewhere else. But I wonder if the path finding code somehow thinks you can go through there to get to, or close to, Dry Top.
