looking for pve armor
Not fully sure, but I believe it to be the armor skin that is the medium guild armor. It can be purchased from the guild armorer in some areas (major towns, your wvw borderlands, etc.) if the guild you are representing has the guild armorer contract. Note that it would display that guild’s emblem on the armor pieces.

Looks an awful lot like the medium armor from Caudecus’ Manor..
berkut is probably right…i know most armor. caudecus manor armor in pvp locker is smimilar but its called divine council armor.
