no i need http://wiki.guildwars2.com/wiki/Risen_Crystalline_Phial and cant seen spawn of npc for 3 days

Oh, sorry! I read NPC as the vial provider, I call the spawned thing a mob. Semantics

Look in the bottom of the Notes in what you linked. “As of the January 12, 2016 update, the Champion Wraith from Kill the Risen wraith is also eligible for earning this item. The event appears while the Lyssa Temple is captured, in the northern sector of the temple above the Reflection Cove POI.”

So find a captured Lyssa temple and go sit at that platform north of the center hub. That’s what I did. I think I had about 30-40 minutes of waiting for it to spawn. If you have in fact been in the correct place with the correct status of the temple for a very long time of actively being logged in at that spot and never seen the wraith, then it might be worth a support ticket.
