Hey I’m a returning player and imnlookong to change to a popular server with good wvwvw ties and a decent amount od active players

It might be helpfull to tell if you are Europe (EU) or northern America (NA).
I play on the EU server Gandara. We have a good and active WvW community as well as a very active PvE community.

I may get Flamed, but My own server Jade Quarry would probably meet your needs. I always see lots of folks around and we do fair in WvWvW. Another equally valid choice would be Sanctum of Rall. From everything I’ve heard folks are active in both parts of the game and I can attest to their activity in WvWvW

Yeah SoR is pretty good. Can’t really comment on population as I have no point of reference, but there seems to be a enough around most times to do champs. WvW they are holding their own (though this week we are really laying a beating down)
