You will eventually unlock all skills. Your build comes form traits which you can reset for a very small cost.
you can change your skills/traits/items as soon as youre out of combat.
you can change your trait-points in every city for a very small amount of silver (3.50s at lvl 80,which isnothing).
There are races that give certain classes advantages and things that they are lacking.
but thats not that big of a deal; just pick the combination you like

Some races have racial healing skills and ever race has racial elite skills.
That’s about it.
It really comes down to what looks funnest and has the most appealing ‘lore’ for you.
Or you can try them all.

Certain races do have a better “fit” lore wise, but if you don’t care about that, no big deal then.
For example, there are no NPC Charr guardians (or there weren’t going to be according to an old interview) but charr engineers are quite logical.
But really it doesn’t matter at all.
Doesn’t matter. I choose the race that I think will look best in the armor and fits the lore at least partially.
Racial skills are generally there for flavor and are supposed to be less effective than actual profession-based skills. But, if you roll a human engineer for instance, you may like using the human racial skill to remove conditions because engineers don’t have a lot of condition-removal options. But you’ll find as you level up that there are far better skill choices at higher levels. Hence, mostly there for flavor.

Mostly people do it for look or storyline. There are some class specific skills/heals/and elites, but I don’t think they are commonly used or put into builds.

Half the iron legion npcs are guardian.
Mostly people do it for look or storyline. There are some class specific skills/heals/and elites, but I don’t think they are commonly used or put into builds.
They can be a factor though if you’re a min/maxer. For example, an Engineer doesn’t really need the Sylvari seed turret, but one of the Asura racial skills puts an awesome confuse on your toolkit. It really depends on whether you’re more interested in the look and lore, or squeezing out every last drop of utility for your build.
He might start thinking he knows what’s right for you.
