reward tracks with bloodstone dust
I believe that the only ones that do offer them solely through champion bags. Near as I can tell, nearly all of the reward tracks have about the same amount of those, the notable exceptions being dungeon and festival tracks.
(Don’t forget: you need to open those bags on an L80; if you open on e.g. L53 for the vastly improved salvage material value, you won’t get any ascended mats.)
It takes upwards of 50 champ bags to get a stack of b-dust, so reward tracks are probably an insignificant source — unless you just need a stack or two, it’s probably not worth spending your potions just for b-dust.

Even if you’re not a PvEr, just float around in Bloodstone Fen and mine the nodes for 3 minutes to get a full stack of the stuff.

Good idea. That’s probably the fastest PvE method that doesn’t require finding events or champs.

Yea, only real options are Bloodstone Fen and champ bag circuits if you want to stick to WvW.
I open all my champ bags with lower level characters, and therefore I almost never get any dust in WvW unless I go to Fen or start opening bags on 80s.
