No, you can’t send gems to people or “gift” a server transfer. You CAN send them gold, or you can buy them a gem card (sold at Best Buy, Walmart, Target, Amazon, etc.).
You can’t gift gems directly.
You can send gold to buy gems, a gem card, or money via something like Paypal. Depending on which is most practical for you and your friend.

Note that before you go that far, you might want to investigate the details of the desired transfer. If we are talking about them transferring to a HIGH pop server, that can often be difficult and a FULL server transfer just may not be possible (in practical terms).
