how do upgrades for towers/camps/etc unlock?

particularly the tier 1 upgrades like improved supply deliveries. does it unlock and become available for purchase after a certain amount of time, or does the claiming guild need to do something specific to make it available for purchase?

you need to talk to the quartermaster for structure upgrades once you capture it…. the structure must have supply in stock for the upgrades to start/continue….

Many upgrades require a certain amount of supply to be available, and not just trickle in later. Improved supply deliveries is one of those, requiring 100 supply to currently be in the camp before you can order it.

Time/Claiming have no bearing on these upgrades.

Generally upgrades are split into two types. The first are the personal upgrades which need to have the supply on hand and stocked up. The second are structural, and these can be bought any time as will upgrade as the supply is delivered.
