The short answer? You transmuted your Appearance onto an Exotic weapon. (This is what most people do, so you’re certainly not alone.) When the Legendary weapons get upgraded, your weapon’s +Stats will remain unchanged since you’re no longer using the enforced Power/Toughness/Vitality that are normally found on a Legendary weapon.
Is this dumb? Yes, it is. There’s a reason why I refuse to waste my time grinding for a Legendary weapon (aside from the fact that I never even liked those Appearance skins in the first place). Now in a perfect world, ArenaNet would throw a bone to the countless players who transmuted their Legendary skins onto more functional weapons. Yet after how things have been playing out over the last few weeks, I’m rather cynical and wouldn’t bet on ArenaNet doing anything to help since they currently don’t do anything to help people who transmute their Exotic (Legendary Precursor) weapons.
Arenanet said they’re looking into this bug, but that was quite some time ago.

You get shown EXACTLY what you’re doing, you take the appearance of one, and the stats of another – including class, damage etc. and you have to confirm it all in the transmutation screen.
Unfortunately it’s not Arenanet’s fault and tbh, they shouldn’t do anything about it as it’s obvious what’s going to happen if you put the skin of a legendary onto an exotic. Much like putting the skin from the cultural armour (rare) onto an exotic armour and you get an exotic with the rare skin. You took the skin of a higher tier and put it onto a lower tier. Unfortunately it’s your fault.

To be fair, it DOES tell you exactly what the final product is, to the letter. That includes the weapon rank.
There should definitely be a way to change the stats to what you want via transmutation or otherwise, but for the moment, it’s pretty clear what happens when you transmute it.

Sounds like a personal problem…. You knew what the stats were going to be, and you got shown exactly what you would be making if you transmuted.
Besides, it’s not like you lost anything but the colour of the name of your item…

It would be stupid if this wasn’t a bug, then all legendaries have prefixed stats and wouldn’t allow for any customization. Arenanet stated that it’s definitely a bug and they’re looking into it.

they SHOULD be fixing it. at least in the case of legendaries. as many have mentioned, the item becomes the rarity of the item that you’re taking the stats from. as they skin is well, just the appearance of any given item.
but it does make sense for a legendary that you’ve taken the time and resources to create it, you should still be able to retain the “status”, even if you wanted different stats. the main reason being.. the stats were the same and not any better than another. but at the same time, when i get my legendary i don’t think i’m even going to change the sigil.. just to keep it as it was meant to be. it’s weird but yes.

To be fair though, everyone thought that exotic was and would stay the highest rarity next to legendary, and certainly have the same stats, so it wasn’t a big deal – until they introduced Ascended and stated that legendary stats would be changed accordingly…
With the time involved in creating a legendary weapon, it should be feasible to change the stats to your favourite build without being screwed over for it
