Not 100% on this but my guess is its a staff drop from over in the charr area given there stuff has gear’s and the likes.

There’s a karma vendor that sell it in Iron Marches.
I had one for a while. He also have a focus that is a big cog wheel.

It was named magister or something. Their icons were the same as steam weapons, so use preview to see if it’s the right one.

the exotic version is called the gearstaff indeed.

the one Haishao reffered to is the magister’s staff. The renown heart npc Arcanist Razermane sells it for Karma in Iron Marches (near old piken wapyoint).
