That’s a very poor recommendation for a gaming system, especially since the OP was asking to play the game on high settings, which that low end GT610 will never manage with any good framerate. When shopping for a gaming system you should always avoid anything with a budget graphics card like a 610, 620 or 630 (I’d argue even the 640 isn’t worth bothering with).
Furthermore for $600-700 he can get something that’s much better even as a prebuilt. It won’t be the best computer by any stretch, but high settings should be completely doable within his budget, it’s just a matter of knowing where to look and which systems to avoid.

This one has a 7850, which is right around where you want to be for the higher settings with good performance paired with an AMD FX-6100 (bulldozer hexacore) processor. It’s a pretty good deal for the price and on the graphical side it will give you the best performance, but the FX-6100 may lag behind a bit in some places.

This one also caught my eye because it has an i5 3570k, paired with a not quite as high end, but still decent graphics card, a 7750. The 7750 is more midrange than the 7850 (it’s 2 models lower, with the 7770 being the in-between step), so it won’t be quite as fast, but at resolutions below 1080p it should still be able to handle some of the more important high settings quite well. The advantage this system has is that the i5 is a very powerful processor that does really well in gaming (and has fewer low FPS drops in GW2 than most other processors), which provides a good base for future upgrading as well. If in a year or two you decide you want to upgrade to a better graphics card, you very easily could – the i5 would still be solid.
There are probably other good or even better deals out there. The important things to look for are a graphics card that is high end or at least a midrange model that’s bordering on high end. It should be at least 550 / 650 with Nvidia or 6770 / 7750 with AMD. The processor is important in that it needs to be able to keep up with the graphics card, but there will always be situations where the FPS will be CPU-limited regardless – AMD processors have that a bit more often than the i5 sandy/ivy bridges do. If you’re not trying to min-max performance though, then it may be better to settle for a decent AMD processor with the best graphics card that’s in your budget.
