Actually I have a better idea.
Remove the debuff for leaving, well the effects of it at least.
Instead, remove 10 gold from their account every single time they do it. Maybe add an accumulator so if they do it a few times in a single day it doubles. And continues to double each time they do it.
Can we ban them? can we have their details so I can go and make them drink sheep dip? can we shave their heads and then drop bricks onto it from many great heights?
Can you remove skyhammer as well as thats just a joke, but murder the families and pets of afkers first.
Way to go champ, this will surely get the attention of developers.

Look at the posts ANet staff make, its never anything of substance. A few timid subjects oh they will jump into them “what type of frame should we use” “yeah my best moment was…” but the endless problems with balance (both class and player)…..nothing. Its dead air.
You can mock up a badly worded argument based on the martian principles of water, or you could create a perfectly designed and clear case study. LOL thread dead whilst one about which female character can wear the most sexual clothing has taken over.
Not to mention this little facet of factual fumblings….
