I know its all normalised and all that, what I am interested in is the gear looks.

I am currently level 16, and havent spent any glory, and just never did anything with the chests I picked up. Now, how do I go about getting cool armor?

I know the vendor people, and they sell chests and that has stuff in. Then there is the mystic forge. I have a few bits of gear, like the gear greatsword/hammer and some other generic looking pieces. But how do I get those giant flaming cool swords? or the other amazing looking armor I see?

Do I just buy loads of chests and hope something good drops? should I save up for X level and then do that? do I salvage them all and use the mystic forge?

Basically you will want to start breaking down the gear you get from your chests that you purchase that you dont need with salvage kits. This will give you some of the components you need to make your armor (arcane powders,orbs,slivers, crystals etc).

Much like PVE gear the lower your level (rank) means less exotic looking gear.

Work on fine tuning your build and playing your profession and as you gain higher ranks comes different looking armor( more desirable cosmetic gear?).

Beyond buying chests from your rank vendor you can also salvage Free and Paid tournament tokens from chests you receive by participating in tournaments.
